<br />The principal technological goal is to improve the analysis <br />recognition, treatment and evaluation systems in the parti- <br />cular setting of the Sierra, leading to more reliable deter- <br />minations of the amount and timing of augmented precipitation, <br />and the resultant streamflow. <br /> <br />Analysis. - The goal of the analysis function is to determine <br />the feasibility of a research program and, if feasible, an <br />appropriate area in which to locate the pilot project. Stud- <br />ies of the climatology and hydrology indicate a possible <br />seasonal increase in precipitation of 15.6 percent in the <br />American River basin. This estimate, however, was based on <br />the potential of an entire season and did not reflect a ran- <br />dom selection of seeding events, suspension criteria or other <br />constraints. With these factors considered, an increase of <br />5 to 10 percent appears probable. <br /> <br />As part of the analysis function, an environmental assess- <br />ment has been completed and several studies have been recom- <br />mended. An initial level of public awareness and involvement <br />has been attained. <br /> <br />The Bureau and the State awarded a contract February 23, <br />1973, to the Center for Regional Environmental Studies <br />at California State University, San Diego. Dr. Charles <br />F. Cooper, the contractor's principal investigator, was <br />asked to apply the Center's expertise in environmental <br />research and to seek guidance from environment-oriented <br />organizations and the public in identifying possible <br />problem areas. <br /> <br />The Center's draft report was distributed for comment by <br />the State and Bureau to a wide selection of interested <br />individuals, organizations and agencies. During June, <br />July, and September 1974, a series of 21 public meetings <br />was scheduled, announced, and held in the Central Valley, <br />the Sierras, and ~evada. Commentary recorded during the <br />review process was returned to the Center for considera- <br />tion in preparing the final report.
