[52] [99] [117] [118] <br /> <br />Analysis. - The goals of the analysis function include <br />identifying areas where experiments could be performed, <br />estimating the frequency of seedable clouds, estimating <br />the probable effects of seeding on precipitation amount <br />and distribution, and estimating the probable value of <br />the additional water produced. Climatological, economic <br />and environmental studies have been made, and the three <br />sites selected were found to be the most favorable for <br />a research program. <br /> <br />Recognition. - The goals of the recognition function are <br />to identify days when seedable clouds will occur, and <br />then to identify which clouds can be treated, A series <br />of hypotheses has been developed that outline the mete- <br />orological characteristics of seedable clouds, and that <br />also suggest the seeding procedures that can be used. <br />These hypotheses were arrived at by analyzing data and <br />results from studies in many parts of the country. A <br />major thrust of HIPLEX is to evaluate these hypotheses. <br />Procedures will be developed to forecast seedable days <br />and the occurrence of seedable clouds. ~umerical ffiodels <br />will be used in these procedures. <br /> <br />Treatment. - The goal of the treatment function is to apply <br />the appropriate treatment material to the right cloud in the <br />right concentration at the right time. Seeding material will <br />usually be released at or near cloudbase. For some tests, <br />seeding agents will be released from the ground or from air- <br />craft into a body of air that is expected to feed the sub- <br />sequent development of shower clouds. Techniques will be <br />developed to match the cloud characteristics and the seed- <br />ing modes. Other materials, such as metallic chaff or <br />other tracing material, will be released occasionally to <br />aid in studying the transport and diffusion of seeding <br />material and in studying airflow. Tentative criteria for <br />seeding suspension have been prepared in order to mini- <br />mize the risk of adverse economic or environmental impact. <br />These criteria are discussed in chapter 4, paragraphs 4.4.1 <br />and 4.4.4. <br /> <br />Evaluation. - The goal of the evaluation function is to <br />assess the effects of seeding on the amount of precipi- <br />tation that falls from the individual seeded clouds, the <br /> <br />1-12 <br />
