As the gentle- <br />man has pointed out, you are DOstly concerned about the long-tenn <br />effects. I do not believe that the Wilderness Act precludes such moni- <br />toring devices. <br /> <br />At one t:L'1le, for excunple, it v~(ls suggested that, because of the Wilder- <br />ness Act, there .....uuld be no firefighting in wilderness areas. You <br />couldlJ.'t move equipment in, and I believe under a recent interpretation <br />that this is no longer so. <br /> <br />I think it "huuld be very important to monitor "hnat goes on in the <br />"ilderness areas of the A~erican River Basin, if you are going to have <br />a viable research project. <br /> <br />DR. BER"\..\RD SILVEIr,1i\;\; Keeping in mind what ClnIck Cooper said regarding <br />the ultimate goal and the comments Ed B~rris made regarding the differ- <br />ence between research and construction, I wuuld only suggest that a well- <br />\'\iTitten design plan for the SCPP, .which includes those aspects of the <br />program involved "ith enviro~ental concerns, 1S the best environmental <br />L1JIPact statement or assessment you can make.
