CHAPTER II. OB~ECTIVES OF RESEARCH

~

The primary purpose of the ~ew Mexico ~ng~neeri3g research program
is to develop and use ?recipit~~ion augmentation ana management Jro-
cedures to increase tne quantity of celestial wa~ers that can be contai3ea ~nd
used for benefi~ial purposes wi~hin the Rio Grande Basin. In adcition~
the te~~nology developed in this specific basin can be integrated with the
technologies developed from other research projects within "project Skyw&ter"
to allow ~he creation of a naticnal program to enhance the nation's
tctal water rEEour~es.. ~he regi~n offers the o??ortunity to develon te~hniquEs
for ?re~ipi~ation augment~tisn where w~ter su?plies are very criticsl and
where the pnYbical constrain~s enhance the probability of a successful prog~am~
The drainage ~asin is very well definec ar.d contains approximately 350
squ~re ~iles. The climate. hydrology. geography, and logistics are very
unique in the Yew ~exico progra~.
A research and experinental ?rogram to objectively man~ge preci~-
itatien augmentation from. winter orographic snow stor8S must include the
follOwing components;
Ao A statistical deslgn that will determine the experinen~~l unit~~
and proced~res for d&ta collection and analysis.
B. A scientific study of the neteorological ?arameters to determine
treatibility of natural storm systems.
C. An adequ~te treatment delivery and measure~ent system.
D. An &deq~ate terrestriai precipitation measurement syste~.
E. Ade~uate support facilities, such as) trans?ortation. comnuni-
caticns, radar, radiosonde releasing and tracking~ and e~ergency
shelters.
F. Ccoperative work agreeme~ts with other state and governmental
agencies (D. S. Forest Service, 0. S. Soil C~nservation Service,
U. S. Atomic Energy Corporation, U. S. Geological Survey. ~ew Mexico
Engineers Office, Xew Mexico Fish and Game Department).
G, A good public relationship with the citizens of the experimental
area and its environs.
H. A cOffi?rehensive analysis system to evaluate data within a
reasonable tine.
I. Sufficient funds and personnel to adequately conplete the ex?er-
imental progr3~ within a reasonable tiTIe~

-2-
