XIII. ECONOMIC ANALYSIS

The economic benefit of the project is considerable as the continued operation of the irrigation wells
will significantly increase the value of the properties within the Lower Latham service area.

XlIII. SOCIAL AND PHYSICAL IMPACTS

The project will have no significant social impacts, since it will assure the continued operation of 84
irrigation wells within the service area, resulting in the continuation of historical agricultural
operations. The project will have minor physical impacts as approximately 78 acres of historically
irrigated farm land that will be dried up and will not be irrigated with the subject shares after 2008.
LLRC has agreed to allow the subject shares to be utilized to establish native grasses during the 2008
irrigation season, which will minimize adverse physical impacts.

XV. CONCLUSION

1. The LLRC is an incorporated entity in the State of Colorado with the ability to enter into
a contract with the CWCB for the purpose of obtaining a Construction Fund loan.
2. The project will provide augmentation water supply necessary to obtain and operate a
permanent plan for augmentation needed to allow uncurtailed pumping of irrigation wells
within the Lower Latham irrigation system.
3. The total estimated cost of the project is $737,817 and this will be financed, in part, by
standard commercial bank loan and by the CWCB Construction Fund.
4. The project is technically and financially feasible.
