The sum of the BGS, <br />mobilization, bonds, and insurance, and construction contingencies is defined as the <br />' "Direct Construckion Subtotal" (DCS). <br />A"Total Estimated Projeet Cost," which is equal to the DCS plus allowances for design <br />� engineering (5 percent), permitting (2 pereent), owner I�gal and administrative costs (2 <br />percent), and construction administration and engin�ering (5 percent), is provided for <br />the preferred atternative. These costs include allow�nees for purchase of land or <br />' acquisition of Easemen#s required for project development or significant environmental <br />mitig�tian. <br />' The estimated Project co�ts pre�ented in this Loan Feasibility Study are based on <br />professional opinion of the cost to develop and construct the projec# as described in this <br />Study. The estimated costs are ba�ed on th� sQUrces of information described ab�ve, <br />� and knowleclge of curren# construetion cost conditions in the locality of the project. <br />A�tual project constru,c#ion �nd development cost� are affected by a numb�r of fa�tors <br />beyond the control of the RRWCD WAE and its engineering consultants, such as supply <br />e and demand for the types of construction required at the time of bidding and in the <br />� project vicinity; changes in materi�l supplier �osts; changes in lak�r rates; th� <br />eompetitiveness of contractors and suppliers; ehanges in applicable regulatory <br />' requirements; changes in design standards; and environment�l mitig�tion requirements <br />and other conditions ofi project permitting.
