O'Donoghue Bldg.
7000 - 113 Street
EDMONTON, Alberta T66 5T6

Dear Dr. Olson:

RE: LETTER OF TRANSMITTAL - SNOWATER PROPOSAL

Weather research has been conducted at the Al berta Research Counci 11
for two decades. This research has significant potential payoffs for
the E!conomic development of southern Alberta which is now bein9
increasingly constrained due to lack of water. Research developments
here in Alberta and elsewhere provide indications that there is a good
potential to increase the water supplies of southern Alberta ~,
increasing the . snowfall and subsequent melt water runoff in the
mountains to the west. The potential gains greatly outweigh the costs
and risks associated with investigating and testing this technology.

The attached proposal would investigate this technology as it is nm~
being applied in the western United States and adapt it for
application in the Rocky Mountains of southern Alberta. The U.S"
i ndi cat ions offer the promi se of ten to fi fteen percent more snow and
runoff water with appropriately applied cloud seeding.

There are a number of climatological differences between here and the
western U.S. that must be investigated and studies of the detailed
meteorological conditions in the mountains will be necessary to adapt
thi s technology.

The scope of this proposal requires a four-year conrnittment to
thoroughly investigate this technology. Funding and research
objectives would be reviewed annually during the course of thE!
program. If indications are positive, a demonstration program in il
small eastslopes watershed would then preceed a full scale operation.

. . ./2

250 Karl Clark Road
Edmonton, Alberta
Canada
403/450-5111

Telex 037-214?
IRESf.AllCH E~j_

"f~"m~ .ddff"S"
1'0 80- 8]]0
~tal Station f
Edmonton.
