important. Of particular interest are exactly who would reap the benefits of
increased runoff from augmented snowpack and the impacts on those who reside in
the communities where snowfall occurs.

Questions and Comments the Public Raise

Following are examples of questions and comments about winter cloud seeding
made by citizens in Colorado at weather modification meetings and project
application hearings. Concerns include socioeconomic and environmental aspects
of snow in general, scientific questions, and legal implications of snowpack
increased by cloud seeding.

..:.

Questions:

o If a generator to increase snowpack for the local
ski area downwind is located between my ranch and
the ski area, will snow be increased at my ranch?

o How much increased snowfall resulted from the
program sponsored by the water conservancy district
last year?

o If a storm is going to snow 5 inches anyway, how
much can you increase that storm with cloud seeding?

o Who pays reparations for damage to wildlife,
livestock, highways, and property?

o What will the increased snow removal costs be to
the county if this project is approved?

o How will a seeding project in the southwestern San
Juan Mountains affect moisture in the San Luis
Valley?

o The San Juan Ecology Project only lasted five
years. What will happen to the environment if
cloud seeding goes on for 50 years?

o What are the effects of increased snow on
avalanches?

o Who "owns" the water created by weather
modification?

2
