<br />PREFACE <br /> <br />This final report is submitted by the Weather Modification Program Office <br />of the Colorado State Department of Natural Resourc es to the Division of <br />Atmospheric Resources Research, Bureau of Reclamation. It fulfills <br />reporting requirements of Cooperative AgreE~ent No. 9-07-85-V0027 for <br />which activities were undertaken between May 1979 and June 1982. <br /> <br />The agreement resulted from the mutual intE!rest of the State of Colorado <br />and the Bureau in acquiring and expanding knowledge on weather <br />modification for precipitation management. Tasks included cooperative <br />preparation of comprehensive weather modification research and <br />development plans for activities within Colorado; coordination with other <br />involved states, agencies, and institutions with interest in increasing <br />streamflow ~n the Colorado River and adjacent river basins; conducting <br />activities ot'mutual interest to the state and Bureau, including citizen <br />participation; and recommending state-oriented planning-type research <br />needs. Work was conducted concurrently with state regulation activity. <br /> <br />The report addresses snowpack augmentation because of the current <br />interest in its application in Colorado for both commercial projects and <br />the Bureau's proposed Colorado River Enhanced Snowpack Test (CREST). The <br />purpose of CREST is to augment the flow of the Colorado River to meet <br />United States water obligations to Mexico and the growing demand for <br />wat er in the basin. <br /> <br />The first chapter recommends research needs of part icular interest to the <br />state in future planning for the use of weather modification in Colorado <br />to augment snowpack and increase streamflow., Chapter II traces the <br />development of Colorado legislation governing cloud seeding.
