III.

FUNDING SOURCES

Annual Appropriations

Annual appropriations to the Department of Natural Resources for weather
modification in Colorado Budget Bills have been reduced by over two thirds since
the appropriation in 1972 of $15,000. Interest 1n commercial projects increased
in the mid-seventies, but funding remained limited with the two notable
exceptions of drought relief programs in 1977 and 1978. During this period the
legislature reduced expenditures in the state wherever possible and overall
spending was limited to a seven percent annual increase beginning with the
'78-'79 fiscal year.

TABLE I
Colorado Budge t Bill (Long Bill) Appropriations
Fiscal Year Request Appropriation
1972-73 $15,000 $15,000
19 73- 74 12,000 12,000
1974-75 12,000 12,0010
1975-76 12,000 6,000
1976-77 6,000 4,414
1977-78 6,000 4,414
1978-79 4,414 4,250
1979-80 4,414 4,414
1980-81 4,414 3,414
1981-82 4,414 4,414
1982-83 15,000 4,630

The state government fiscal year 1S July 1 to June 30.

13
