<br />4) licenses were issued by the Commissioner of Agriculture under <br />rules and regulations established by the commission; <br /> <br />5) violation of the statute was a misdemeanor with a possible fine <br />of not more than $1000 or imprisonment of not more than 60 days. <br /> <br />In 1963 weather ,control activities were transferred from the Commissioner of <br />Agriculture to the coordinator of the Department of Natural Resources who then <br />became responsible for establishing rules, regulations, and practices reasonably <br />necessary to carry out the purposes of the original Weather Control Act. <br /> <br />.i' <br /> <br />Legislative Council Committee <br /> <br />In June of 1971, the Colorado Legislative Council appointed a committee to <br />examine problems associated with weather modification in Colorado. Controversy <br />existed over increasing numbers of projects in the state and the earlier statute <br />was considered inadequate. Committee members included: Representative Clarence <br />Quinlan (Chairman); Senators Hugh Chance, Hugh C. Fowler, Ted L. Strickland, and <br />Raymond P. Kogovsek; and Representatives Forrest G. Burns, Wallace P. Hinman, <br />Hiram A. McNeil, and Walter Younglund. Professor Lewis Grant, Department of <br />Atmospheric Science at Colorado State University, and Mr. Henry C. Lansford, <br />National Center for Atmospheric Research, Information Officer, served as <br />professional advisors and ex officio members. <br /> <br />Public hearings were conducted in Denver, Monte Vista, New Raymer, Lamar, <br />Colorado State University in Ft. Collins, and the field headquarters for the <br />National Hail Research Experiment (NHRE) in Grover. The committee found general <br />public support for weather modification, but most people expressed need for a <br />more comprehensive administrative mechanism to regulate operations and conduct. <br /> <br />The committee report, "Controlling Weather Modification Activities", Colorado <br />Legislative Council Research Publication No. 174, published in November 1971, <br />proposed the following be included in a new statute: <br /> <br />1) clarify the powers and responsibilities of the Executive <br />Director of the Department of Natural Resources; <br /> <br />10 <br /> <br />J <br />
