ABSTRACT <br /> The purpose of this study is to assess procedures and estimate <br />costs of removing snow from county highways in the mountains and on <br />the Western Slope of Colorado. Since the counties studied do not keep <br />detailed records of actual costs, a computer model was developed to <br /> - <br />simulate labor and equipment expenses. The model was also used to <br />simulate changes in costs caused by weather modification. Recommenda- <br />tions are made regarding the kinds of records that counties could keep <br />to calculate costs more accurately. <br /> The study was funded by the'Bureau of Reclamation and conducted by <br />the Weather Modification Program of the Colorado Department of Natural <br />ResourcE~s . It was undertaken because commissioners and citizens of <br />some Colorado counties have expressed concern that weather modification <br />increases the costs of removing snow. <br />17.
