<br />nonlinear several local minima exist and it is necessary
<br />to initiate the algorithm at different initial feasible
<br />points.

<br />6. Results for the Colorado River Basin Pilot
<br />Project
<br />
<br />Tables 5-7 show the calculated covariance matrices
<br />based on 30 years of available records for the period
<br />1939-68 inclusive. Records were corrected for regulation
<br />and diversion when needed. The needed f:1Qi values
<br />
<br />have already been given in Table 4. Three sets of
<br />calculations were performed for the two possible
<br />situations (i.e., the entire target area is seeded and the
<br />control area is the one shown in Fig. 2, or only zone 1
<br />or zones 1 and 2 of the target area are seeded and zones
<br />3 and 4 are used as controls (see Fig. 1).

<br />a. Entire target area is seeded
<br />
<br />Tables 8 and 9 summarize two combinations which
<br />are essentially as good. The improvement over the use
<br />of weights all equal to 1 is drastic. Fig. 10 shows the
<br />regression line between the total target runoff (stations
<br />
