<br />A. <br /> <br />Project Responsibilities. <br /> <br />The Bureau is responsible for: <br /> <br />20 <br /> <br />1. <br /> <br />Project planning and oversight. <br /> <br />2. <br /> <br />Awardingcontract(s) for the equipment, personnel, <br />materials and services necessary to conduct the <br />project. <br /> <br />3. <br /> <br />Ensuring that the said contracts contain the follow- <br />ing clauses: <br /> <br />a. A provision for appropriate liability insur- <br />ance; <br /> <br />b. A provision relating to compliance with the <br />Panamanian preference requirements of <br />Article IX of the Agreement in Implement. <br />ation of Article III of the Panama Canal <br />Treaty of 1977, and, <br /> <br />c. A provision designating the contractor as a <br />special regime contractor within the meaning <br />of Article XI of the Agreement in Implement- <br />ation of Article III of the Panama Canal <br />Treaty. <br /> <br />4. <br /> <br />Providing Government-owned (Bureau) equipment <br />and other support services, as needed. <br /> <br />5. <br /> <br />Providing a program assessment report to the <br />Commission within three (3) months after the end <br />of the project. <br /> <br />Panama Canal Commission <br /> <br />(s) John J. Plunkett <br /> <br />Date: 10 May 1983 <br /> <br />pap:mll-( 1351A) <br /> <br />B. <br /> <br />The Commission is responsible for: <br /> <br />1. <br /> <br />Providing payment as specified in the paragraph <br />entitled "Funding" below; <br /> <br />2. Coordinating the project among the Bureau, the <br />contractor, and various interested parties in the <br />Republic of Panama. <br /> <br />3. Providing facilities support, customs assistance, <br />and public information activities. <br /> <br />4. Providing data, as needed and available, to assist in <br />the project implementation and assessment. <br /> <br />5. Assisting the contractor in fulfilling the treaty- <br />related contract requirements. <br /> <br />Funding. Upon execution of the Agreement, the Commission shall <br />deposit with the Bureau, in accordance with Commission accounting <br />procedures, the sum of $300,000 to meet the cost incurred in com- <br />pleting the required work. The Bureau shall provide progress billings <br />during the course of the project. A final adjustment will be made at the <br />conclusion of the project. <br /> <br />Project Coordinators. The Coordinator for the Bureau will be Dr. <br />W. E. Howell. The Coordinator for the Commission will be Mr. W. B. <br />Shaw. <br /> <br />Duration of the Agreement. The Agreement shall be effective <br />upon signature of both parties. It shall remain in effect through <br />August 16, 1983. The Commission, however, reserves the right to <br />terminate the project and rescind the Agreement at any time prior to <br />the termination date. <br /> <br />Bureau of Reclamation <br /> <br />(s) Bernard A.
