A.

Project Responsibilities.

The Bureau is responsible for:

1.

Project planning and oversight.

2.

Awardingcontract(s) for the equipment, personnel,
materials and services necessary to conduct the
project.

3.

Ensuring that the said contracts contain the follow-
ing clauses:

a. A provision for appropriate liability insur-
ance;

b. A provision relating to compliance with the
Panamanian preference requirements of
Article IX of the Agreement in Implement.
ation of Article III of the Panama Canal
Treaty of 1977, and,

c. A provision designating the contractor as a
special regime contractor within the meaning
of Article XI of the Agreement in Implement-
ation of Article III of the Panama Canal
Treaty.

4.

Providing Government-owned (Bureau) equipment
and other support services, as needed.

5.

Providing a program assessment report to the
Commission within three (3) months after the end
of the project.

The Commission is responsible for:

1.

Providing payment as specified in the paragraph
entitled "Funding" below;

2. Coordinating the project among the Bureau, the
contractor, and various interested parties in the
Republic of Panama.

3. Providing facilities support, customs assistance,
and public information activities.

4. Providing data, as needed and available, to assist in
the project implementation and assessment.

5. Assisting the contractor in fulfilling the treaty-
related contract requirements.

Funding. Upon execution of the Agreement, the Commission shall
deposit with the Bureau, in accordance with Commission accounting
procedures, the sum of $300,000 to meet the cost incurred in com-
pleting the required work. The Bureau shall provide progress billings
during the course of the project. A final adjustment will be made at the
conclusion of the project.

Project Coordinators. The Coordinator for the Bureau will be Dr.
W. E. Howell. The Coordinator for the Commission will be Mr. W. B.
Shaw.

Duration of the Agreement. The Agreement shall be effective
upon signature of both parties. It shall remain in effect through
August 16, 1983. The Commission, however, reserves the right to
terminate the project and rescind the Agreement at any time prior to
the termination date.
