I. Ov~rview and Objectives

The CRADP (Colorado River Augmentation Demonstration Program) is
part of the Bu reau of Recl amat i on I s Project Skywater. Project
Skywater has the overall objective of developing an effective
weather modification technology, which is scientifically and socially
acceptable, for precipitation management to serve a portion of the
Nation's water resources needs. The three main goals the CRADP are:
(1) to investigate and improve cloud seeding technology as it applies to
the Colorado River Basin, (2) to improve the cost-benefit rat"io of the
technology, and (3) to refine the suspension criteria.

During early 1987 the CRADP will conduct an exploratory
observational program in the Mogollon Rim region of Arizona. The
purpose of this program is to examine the suitability of winter
clouds for possible future weather modification activities, through
cloud seeding, aimed at enhancing the winter precipitation on Arizona's
high plateau region. No actual cloud seeding will be done during the
exp 1 oratory fi el d program. Rather, the characteri sti cs of the natu ral
clouds will be documented to permit analysis of their probable response
to future cloud seeding should it be deemed desirable.

The three specific goals for the eight week observational program
a re to:

1. Examine the frequency of occurrence, amounts, and spatial

-.
