There would be adequate access for recreational in-channel use. Access will be <br />via the bike and pedestrian path located to the east of this reach. Boat access is <br />available at the Wilderness Bridge on upper end, and along the bike/pedestrian <br />path at the eastern side of the river. <br /> <br />. This water right would not cause material injury to in-stream flow water rights <br />appropriated pursuant to minimal in-stream flows for the preservation of the <br />natural environment. The Colorado Water Conservation Board's in-stream flow <br />for this reach of the Blue River is 55, 52, and 50 cfs, from the confluence with <br />Straight Creek to the confluence of Willow Creek, during the periods May 1 to <br />July 31, August 1 to September 30, and October 1 to April 30, respectively. The <br />requested RICD would protect from future depletions and increase the frequency <br />and duration of flows exceeding this decreed minimum in-stream right water, <br />during the months and times requested. <br /> <br />. This water right would not prevent maximum utilization of waters of the State (in, <br />or tributary to, surface flows).
