IBCC Colorado River Basin <br />Minutes of Meeting on January 28, 2008 <br />Discussing Colorado River Compact Shortage Criteria, Eagle v. Denver settlement <br />1. Next Meeting: Monday, February 28, Glenwood Springs Community Recreation Center, <br />1:00 to 4:00. <br />a. Discussion of water needs for energy development, Greg Trainor. <br />b. Harris Sherman requested members of the IBCC committee to conul7ent on whether the <br />IBCC process is worl~ing, and Stan Cazier will lead a discussion of this. <br />2. Approve December meeting minutes. The December 17, 2007 minutes were not distributed <br />before the January meeting, so they will be approved at the February 2008 meeting. <br />Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970-927-1200, <br />kenransford~comcast.net. <br />4. Upcoming meetings: <br />a. February 13: CWCB will have an Ili-Stream Flow workshop in Denver, likely at the Division of <br />Wildlife office. <br />b. April CBRT: Grand County Stream Management Plan will be discussed. <br />5. Jim Pokrandt is the new CBRT Chair -Dave Merritt is resigning as chair since he will be <br />opening a Glenwood Springs office for the engineering company HDR. Jim Pokrandt of the <br />CRWCD was elected as the new CBRT chairperson. <br />6. Report from other Roundtables -None. <br />7. Non Consumptive Needs Analysis Committee. The NCNA committee met prior to the CBRT <br />meeting. They discussed using the Watershed Flow Evaluation Tool for pilot studies on the <br />Roaring Fork and Eagle Rivers since so much data is already available on these rivers. If <br />successful, it could be used on other rivers in the state which don't have so much data, such as <br />the Colorado River between Kremmling and Dotsero. No decision has been made on which <br />rivers to study. <br />8. Consumptive Needs Analysis Committee. Mike Wageck reported that the committee has not <br />met since its initial meeting in 2007. Some basins refiise to attend because they do not want to <br />relinquish any additional water. <br />9. Agricultural Subcommittee Report. Mel Rettig reported on an agricultural water sununit <br />meeting held in Denver in December. A white paper was presented that concluded that increased <br />irrigation efficiency would decrease return flows. Alan Martellero of the Colorado Division of <br />Water Resources mentioned that when water is transferred from agricultural to mulucipal uses, <br />the impact on return flows is not considered. Rachel Richards commented that we need <br />additional research on the effect that agricultural transfers will have on decreasing the water table <br />and effect on well users.
