coupled with the recommended technical assistance, will provide Thai
scientists, managers, and decisionmakers in the RRRDI and their
cooperating organizations with the capability tel plan, design, imple-
ment, and evaluate long-term, scientific weather- modification programs
as an integral part of Thailandls natural resources development plan. i

The first element of the proposed comprehensive training program will be
an eight-week, intensive course on the theory aMid practice of scientific
weather modification for water augmentation. This core training course
will be given in Thailand in order to permit maximum participation by
representatives of the RRRDI and their cooperating organizations. This
course will survey all components of a water aU91mentation weather modi-
fication program, explaining the role of each cClmponent in the overall
program and the interrelationships between them. In addition, the
course will review the scientific, technical and! management knowledge,
techniques and principles, and the equipment and! facilities required to
successfully conduct a precipitation augmentatic1n program in the context
of a national water management strategy. This c:ore training course will
be the launching point for the subsequent elements of the comprehensive
training program.

The core training course will specifically cover the following topics:

o Introduction

- Review of course structure and content.

- Review of worldwide activity in weather modification.
o Science of precipitation enhancement
- Precipitation initiation and development processes.
- Precipitation enhancement hypotheses and conceptual models.
- Seedability concepts.
- Review of precipitation enhancement experiments and results.
- Summary of results of the scientific evaluation of potential
rainmaking methodologies for Thailand.
o Scientific design, implementation and evaluation principles
- Cloud seeding agents and delivery systems.
Engineering ground and airborne seeding strategies.
- Targeting seeding effects.
Nowcasting/forecasting for cloud seeding operations.

~

f

48
