Weather modification makes its greatest contribution to drought mitiga- <br />tion if it is applied in a long-term program whose goal is to maintain <br />soil moisture and water storage at near-normal levels. <br /> <br />. Weather modification contributes least to drought mitigation when <br />applied only after a drought is well established. <br /> <br />. Crop-yield models using daily values of precipitation and other meteoro- <br />logical data appear to be useful for early warning of agricultural <br />drought. <br /> <br />. There is no interstate uniformity in laws and procedures governing <br />weather modification, but several States have reviewed their laws. <br /> <br />. Many State and local governmental bodies are involved, directly or <br />indirectly, in facets of water resources that would be impacted by <br />weather modification; this can broaden the base for decisionmaking <br />and funding, but can also lead to conflicts. <br /> <br />Each of the six agencies participating in the Southwest Drought Research <br />Program prepared a detailed final report (available from the National Techni- <br />cal Information Service).
