<br />III. ACCOMPLISHMENTS IN SUMMER-ORIENTED PROJECTS <br /> <br />Three of the six cooperative agreements were with agencies in States where <br />maximum precipitation occurs in the summertime and in which dryland farming <br />is a significant part of the agricultural economy. The agencies were the <br />Oklahoma Water Resources Board, the Texas Advisory Commission on Intergovern- <br />mental Relations, and the Texas Agricultural Experiment Station at Temple, <br />part of Texas A&M University. <br /> <br />A. Oklahoma Water Resources Board <br /> <br />The objectives of the project directed by the Oklahoma Water Resources Board <br />were: (1) to develop a State organizational and institutional plan, includ- <br />ing review and interpretation of existing rules, regulations, and specifica- <br />tions of emergency provisions, to expedite implementation of cloud seeding <br />projects; (2) to perform background studies of the climatological character- <br />istics of droughts relating to agriculture and other water-based economics; <br />(3) to perform background studies of the climatology of cloud seeding oppor- <br />tunities and associated natural and augmented rainfall expectation during <br />droughts; and (4) to develop a scientific design for seeding clouds, sampling <br />rainfall and other effects, analyzing data, and evaluating results. To carry <br />out these objectives, the Oklahoma Water Resources Board executed subcon- <br />tracts with the Oklahoma Climatological Survey and Aeromet, Inc. <br /> <br />The Oklahoma Water Resources Board is the agency responsible for overseeing <br />weather modification activities in the State. Board staff members reviewed <br />existing Oklahoma Statutes and procedures for authorizing and monitoring <br />weather modification projects, and they examined other State's statutes <br />and "modell' statutes. Suggested changes in the Board's Rules and Regula- <br />tions on weather modification were submitted to the State legislature. A <br />revised edition of these Rules and Regulations has been approved and is in <br />full force and effect. The Rules and Regulations include requirements for <br />licenses, permits, and notices of intention. The revisions also provide for <br />more comprehensive reporting of planned and operational weather modifica- <br />tion activities. <br /> <br />17 <br />
