<br />"This program assignment is consistent with the mission of the <br />Bureau of Reclamation in assisting the States, local governments, <br />and other Federal agencies to stabilize and stimulate local and <br />regional economies, enhance and protect the environment, and <br />improve the quality of life through development of water and <br />related land resources. <br /> <br />"Our conceptual planning is still in an early stage. However, we <br />see that the program should include rapid implementation of <br />scientifically responsible, cooperative precipitation enhancement <br />projects in anticipated drought areas of the Southwest. Projects <br />should include assessment of the effects and probable impacts and <br />practical testing of newly developed cloud seeding methods and <br />equipment. Recent experience demonstrates the importance of a <br />capability to muster all resources to resolve emergency water <br />resource prob 1 ems and assess results." <br /> <br />On November 28, 1979, a preliminary planning meeting was held in Denver, <br />Colorado, to discuss the detailed direction the research should take.
