FINDINGS OF FACT FOR DILIGENCE <br /> <br />10. On August 31, 2001. as directed by the Court in the decree in Case No. 94 <br />CW 51, dated August 2. 1995. Applicant Southwestern Water Conservation District ("Applicant" <br />or "SWCD") filed a timely application for a sexennial finding of reasonable diligence with the <br />District Court, Water Division 7. <br /> <br />II. Construction responsibility for the ALP, a federal water project to be owned <br />by the U.S. Department of the Interior, has been delegated by the United States Congress to the <br />U.S. Bmeau of Reclamation ("Reclamation").
