Pursuant to C.RS. S 37-92-302, a Statement of Opposition was timely filed by <br />Citizens' Progressive Alliance ("CPA"). The time for filing statements of opposition has <br />expired. <br /> <br />4. Pursuant to the Order of the Court dated November 25,2003, the following <br />parties were permitted to intervene in this case in support of Applicant: Tbe United States of <br />America, the State of Colorado, the Southern Ute fudian Tribe and the Ute Mountain Ute Tribe. <br />
