Early, late, and additional <br />snowfall can create a financial hardship for ranchers. <br /> <br />The project area is that area above the gOOD-foot level on Grand Mesa, and <br />most of the program activities will take place in the December-January- <br />February period (see Page 2, Paragraph 1 and Page 6, Paragraph 4).
