Impacts. - The proposed data collection, plume tracing, and
other testing would not alter snowpack patterns or alter preci-
pitation amounts significantly enough to impact conditions of
winter or summer habitats, or create early fall migration or
delay spring migration. Because of the timing and limited
scope of the program, it would have no effect on hunting seasons.

6. Threatened and Endangered Species

The Fish and Wildlife Service has indicated that no species that
are Federally proposed or listed as endangered or threatened are
known to occur in the vicinity of the proposed studies (see let-
ters from the Fish and Wildlife Service in the Appendix). No
additional species known to occur in the proposed project area are
1 i sted by the State.

~

7. Cultural Resources

No significant cultural resource sites are listed for the area on
the National Register of Historic Places or by the State.
However, very little of the area has been adequately surveyed, and
the potential exists for sites to be located in the future.

Impacts. - The minor additional precipitation that would be the
result of the limited cloud seeding proposed would not affect
any of these resources that might be present.

The potential effects on cultural resources from siting of
equipment are considered by the Forest Service as part of its
determinations for a Special Use Permit.

8. Traffic and Transportation

The area is served by U.S. Highway 50, Colorado Highways 65 and
92, and various county and National Forest roads. Highway 65 gives
access across Grand Mesa throughout the year. Traffic on this
highway is minor in the winter compared to use during summer and
fall.

Normal use of the highways for program purposes described in
Section II.B. and II.C. would be three trips a week or less from
Montrose. Vehicles would be pickup trucks or like vehicles,
sometimes with snowmobile trailers. To reach the Grand Mesa
Observatory, snowmobiles or an unpaved Forest Service road with
restricted access (not a public road) would be used from
Highway 65.

-ii

~

Impacts. - Since most of the work would be performed during
the winter after the high traffic recreation/tourist season, level

20
