KING, Retired <br />Formmly, Chief, Applied Sciences Branch <br /> <br />ing and Developing Resources section. <br />That section also includes the Research <br />and Technology transfer element, which <br />employs a strategy to "encourage and fa- <br />cilitate research partnerships among <br />Government laboratories, the private sec- <br />tor, and universities to develop and <br />improve technology to deal with growing <br />demands on natural resources." Further- <br />more, the goal of the Working and <br />Investing Together element of the Strategic <br />Plan is "to carry out Reclamation's respon- <br />sibilities in cooperation and partnership <br />with others." <br />About 3 years ago, Reclamation partici- <br />pated in a workshop to define priority <br />research needs in water resources. Recla- <br />mation, the A WW ARF (American Water <br />Works Association Research Foundation), <br />and the Center for the New West, a Den- <br />ver-based "think tank" emphasizing <br />economic development of the Western <br />United States, served as primary cospon- <br />sors of the workshop. Participants in the <br />workshop included university professors, <br />representatives of water user groups, envi- <br />ronmentalists, other Federal agencies, <br />State agencies, and others. <br /> <br />identified two closely related, top research <br />needs: wastewater reuse and water conser- <br />vation. The common interests of <br />A WW ARF and Reclamation led to an <br />agreement to pursue a cooperative research <br />program in water conservation. The offi- <br />ciallabel for this endeavor is the <br />Cooperative Research and Technology Pro- <br />gram, a part of the WATER (Water <br />Technology and Environmental Research) <br />line item in Reclamation's budget. <br /> <br />One part of the program emphasizes <br />irrigation water conservation <br /> <br />The fiscal year 1992 budget amount of <br />$500,000 was applied in two ways. About <br />$250,000 was used to award three competi- <br />tive cooperative agreements to develop <br />technology for the conservation of agricul- <br />tural water.
