IV. CONSULTATION

Formal coordination and consultation for planning precipitation
augmentation in the Colorado River Basin extends back to 1975 when,
at the conclusion of the Colorado River Basin Pilot Project field
activity, the Governors of the seven Basin states were invited to designate
representatives to participate in a continuing planning process.

Federal agencies consulted during the planning process include the
Forest Service, Bureau of Land Management, Fish and Wildlife Service,
National Park Service, and the Western Area Power Administration. Resource
management agencies such as the Salt River Project and the Denver Water
Department were included also. Environmental organizations and private
sector consultants have been invited to participate in p~anning sessions.
Meetings have been held with county commissioners and citizens advisory
committees.

As part of the ongoing public involvement effort, three types of advisory
committees have been recommended as part of the Colorado River Basin
Augmentation Demonstration effort. These committees will be established.
They are: (1) a Basin group with specific interests in water manage-
ment' and compact (legal) questions, (2) local groups to be involved in
site selection matters and community response, and (3) a scientific and
technical group.

28
