16. ABSTRACT

The Colorado River Enhanced Snowpack Test Environmental Assess-
ment examines a proposal to test the viability of cloud seeding in the
Colorado River Basin to increase precipitation, runoff, and water yield or
streamflow. The report concludes that long-term monitoring of operational
cloud seeding effects will be needed to develop a reliable picture of
environmental effects, and that responses of vegetation are of particular
interest because of its comparative sensitivity and its key place in the
food chain. The environmental impacts of meterological, engineering, and
data gathering activities conducted during the project Design Phase are
determined not to be significant or adverse. Consequently, the report
recommends a Finding of No Significant Impact be issued for the Design
Phase. The report also recommends that further analysis be conducted in
preparation of an environmental compliance document for the project's
second phase, a 5-year demonstration effort.

The Finding of No Significant Impact for the Design Phase of the Colorado
River Enhanced Snowpack Test is included.
