ABSTRACT <br /> <br />The Colorado River Enhanced Snowpack Test Environmental Assess- <br />ment examines a proposal to test the viability of cloud seeding in the <br />Colorado River Basin to increase precipitation, runoff, and water yield or <br />streamflow. The report concludes that long-term monitoring of operational <br />cloud seeding effects will be needed to develop a reliable picture of <br />environmental effects, and that responses of vegetation are of particular <br />interest because of its comparative sensitivity and its key place in the <br />food chain. The environmental impacts of meterological, engineering, and <br />data gathering activities conducted during the project Design Phase are <br />determined not to be significant or adverse. Consequently, the report <br />recommends a Finding of No Significant Impact be issued for the Design <br />Phase. The report also recommends that further analysis be conducted in <br />preparation of an environmental compliance document for the project's <br />second phase, a 5-year demonstration effort. <br /> <br />The Finding of No Significant Impact for the Design Phase of the Colorado <br />River Enhanced Snowpack Test is included. <br /> <br />17.
