One of the majoi purposes of this letter <br />is to provide the State Engineer with the results or our studies and <br />piesent methods which could be considered for use by the State <br />Engineer to estimate what the flow at Thatcher would h~ 'e been without <br />t:-.e Project and to indicate if expanded use has occurred in the <br />project area. <br /> <br />The gaging station on the Purgatoire River at Thatcher was estab- <br />lished in the fall of 1966. Records of discharge have been kept since <br /> <br />e <br />
