District Court, Water Division No. 1, State of Colorado through water shares/stock owned in <br />various companies. <br />1.3System Limitations <br />In the past, the City operated fourteen shallow groundwater wells within the City limits which <br />were used as the source for the potable water supply. However, beginning in 1950, the <br />groundwater quality gradually deteriorated to the point where the City had to find another source <br />of water.The City searched for and found an alternative water source in Colorado Big <br />Thompson water. The infrastructure and facilities to receive and treat the C-BT water were <br />constructed in 1999. <br />The City could have experienced a water shortage in the 2002/2003 drought when the C-BT <br />quota was set at 50%. However, due to water restrictionsand tiered water rates implemented <br />by ordinance and resolution, consumption fell and water supplies were sufficient to meet <br />demand.Under normal weather conditions, the City is not in danger of a water shortage. The <br />City’s water supply system is not in a designated critical water supply area. The system does <br />not have substantial unaccounted for or lost water. The system is not currently experiencing a <br />high rate of population and/or demand growth. Increasesto the wastewater system capacity <br />are not anticipated in the next few of years. <br />1.4Water Costs and Pricing <br />All potable water supplied by the City of Fort Morgan is metered. City utility bills show the total <br />number of gallons of water used during the billing period.
