8.4Updates and Revisions to the Plan <br />The “Water Conservation Act of 2004” § 37-60-126 C.R.S. requires that the plan be revised at <br />least every 7 years. The City of Fort Morgan will prepare a comprehensive revision of the plan <br />again in 2014. However, information will be reviewed on an annual basis as indicated above <br />with reports prepared annually for City Council and the public. As additional measures and <br />programsmay be incorporated or new waterdevelopments occur such as the City’s <br />participation in NISP, the plan will be revised to include the same. <br />8.5Approval of the Plan <br />The City of Fort Morgan, a Colorado home rule municipality, by and through the Charter of the <br />City of Fort Morgan, (1914) and governed by its Mayor-Council form of government, adopted the <br />Water Conservation Plan on March 4, 2008 by OrdinanceNo. 1063.A copy of the Ordinance is <br />attached. <br />8.6Conclusion <br />The City of Fort Morgan met the goals of the original WaterConservation Plan adopted in 1996 <br />which included metering all water connections. Since the installation of water meters, <br />wastewater flow recorded at the Wastewater Treatment Plant has been reduced by an average <br />522 acre feet of water a year. Since the drought of 2003 when tiered water rates and water <br />restrictions were in place, residential water use per capita decreased by 31 percent and has <br />remained at the lower water use per capita rate. <br />City staff and the Water Advisory Board, after preparing and reviewing this Plan, have <br />concluded that the City of Fort Morgan has made considerable progress regarding water <br />conservation efforts, that water use has been significantly reduced since the implementation of <br />the original Water Conservation Plan, that the City of Fort Morgan has complied with and <br />continues to put into practice water conservation measures and programs, and that water use <br />by users has flat lined to a point that subsequent conservation measures would produce <br />incrementally less water savings at a greater cost to water users and the City. <br />The City will continue to carry out water conservation activities already inplace and will put into <br />effect the additional measures and programs selected in this Plan. <br />City of Fort Morgan Water Conservation PlanPage 41 <br />
