development to assure that a positive economic benefit will result. Therefore, the planned <br />capital improvement program to be funded only includes these items needed to assure reliable <br />service for existing customers. From the Treated Water System Master Plan, these are: <br />1.Construction of one new 4.0 MG storage tank on the north side. This project must <br />include a 24”/20“ connection transmission line from the existing system across the South <br />Platte to the tank. <br />The estimated project cost is $4,920,000. <br />The storage described is needed to provide reliability; at this time any problems with the <br />7 mile transmission line from the existing tanks would result in total outage for the entire <br />community. An added advantage is that storage on the opposite side effectively doubles <br />the practical capacity of the transmission line.Further, the project opens up the area <br />north of the river for water sales. For these reasons, it is our opinion that this <br />improvement should be included in the near-future capital program; however, theCity <br />has determined that this is too expensive at this time. This project will be deferred until <br />developer commitments on the north side are made, or until adequate City funds are <br />available. In the interim, reliability will be attained with availability of wells and an <br />interconnect with Morgan Quality Water. <br />2.Replacement of lines identified in the Plan: <br />4100 l.f. 12” main in Platte Ave. $500,000 <br />Other misc. Replacements (5yr) <br />identified by staff: $120,000 <br />2500 l.f. 14” main Main St. $270,000 <br />Est. Cost $900,000 <br />CAPITAL PROGRAM – SUMMARY <br />The design program year capital revenues are summarized following: <br />Existing outstanding debt service (5yr average) $2,206,600 <br />AdditionalDebtService $1,125,000 <br />(approximately $25 million to finance the Glade Project) <br />This estimate assumes that the capital repayment portion <br />can be deferred so as to mesh with the outstanding <br />schedule. <br />City of Fort Morgan Water Conservation PlanPage 26 <br />
