The reduced flow to the plant has raised other issues for the wastewater collection system <br />throughout the City. The original wastewater system in the City was built approximately 100 <br />years ago, at the same time the water distributionsystem was installed. The terrain of the City <br />is naturally flat with the wastewater collection system built on minimum grade of around 0.2 <br />percent. Therefore there is minimal fall designed in the system. The minimal fall is predicated <br />on a certain amount of water flowing through the system. Low water flow in the system causes <br />solids to build up which plugs the pipelines as the solids are not carried out by the water. The <br />decrease in flow to the wastewater plant as set forth in the above table has increased the <br />amount of maintenance being performed on the wastewater collection system due to more <br />problems now occurring.
