leaks through leak detection surveys and water audits to determine losses. Leaks are promptly <br />repaired. The City is replacing older water mains and service lines as leaks arise and on a <br />scheduledbasis as budgets allow. The annual total amount of water entering the Water <br />Treatment Plant is measured and compared with the total delivered to customers. The <br />differencebetween these two measurements is considered unaccountedfor water. <br />Unaccounted for water includes water system flushing, fire fighting, sewer flushing, street <br />sweeping and treatment plant filter backwash.Historical data for the 2005 year indicates an <br />amount of four (4)% of unaccounted for water and for the 2006 year a six (6)% amount of <br />unaccounted for water. <br />Meter readers annually go out and visually read meters for accuracy and check for meters that <br />need to be replaced for various reasons During reading time, monthly zero read meter reports <br />are generated and work orders are created for any meters that are not reading. Consumption is <br />also compared on the meter audit report with a 30% plus or minus amount withthe previous <br />month’s consumption. Work orders are created for any difference that can’t be explained after <br />reviewing the account’sconsumption history. Leaks have been discovered through this report <br />when high consumption shows up. Fire hydrants, valve exercising and water mains are <br />systematically checked for leakage.Repair work is initiatedwhen leaks are discovered. <br />With the installation of electronic remote transmitters (ERTs) over a four year period, automated <br />meter reading has regulated the City’s cash flow by replacing estimated reads with consistent, <br />accurate usage data.Real time consumptionbilled monthly enables the customer to monitor <br />their water usage and enables them to voluntarily reduce their consumption without the City <br />implementing mandatory restrictionsfor water conservation. <br />DistributionSystem Efficiency – Water leaks in the distribution system are promptly repaired. <br />Excessive pressure in the system has been reduced which decreased leakage, open flow <br />through faucets, and stresses on pipes and joints which could result in leaks. The system is <br />monitored for overall pressure. A pressure reducing valve vault was added to the system in late <br />2006 to maintain an even level of overall pressure in the system. <br />Public Education - The City provides water conservation information at the City Complex for <br />utility customers to have access to when they come in to pay utility bills. This information is in <br />English and Spanish due to the large percentage of Spanish speaking residents in the City. <br />During National Drinking Water Week, water conservation items are handed out to utility billing <br />customers in the office and a display is set up at the public library with booklets andother items <br />available to the public.The City also provides tours of the Water Treatment Plant during that <br />thth <br />graders and supports 6 grade classrooms with water conservation <br />week to the area 6 <br />educationalmaterial.
