LAWMA will replace winter return flows for the remaining one-half of the Keesee water rights in <br />the same manner as is required by the decree entered in LAWMA's Case No. 02CW 181 which <br />changed the use of the first half of the Keesee water rights for LAWMA's use. <br />Additionally, Article II Account water attributable to LAWMA's portion of the <br />Keesee water rights may either be delivered to the Offset Account in John Martin Reservoir or <br />released from John Martin Reservoir for in-stream replacement purposes. As stated above, <br />consumptive use credit for the Keesee Article II Account water will be based on the average annual <br />consumptive use factor of 64.3%. <br />F. Impact of Adding the Remaining One-Half of the Keesee Water Ri�hts on the Yield <br />of LAWMA's Portfolio of Renlacement Water Ri�hts. <br />As part of this study, the yield of LAWMA's portfolio of replacement water rights <br />was analyzed with and without the remaining one-half of the Keesee water rights in a monthly <br />operation study that covered the period of 1950 through 2006. Tables 1 and 3 present a detailed <br />annual summary of this operation study with and without the remaining Keesee water rights in <br />LAWMA's portfolio of replacement water rights. The operation study was intended to replicate the <br />actual historical river condirions during 1950 through 2006. <br />The operation study assumed that 10 years ofpumping occurred under full LAWMA <br />allocations prior to 1950 so that a full level of depletions from pumping in previous years was <br />brought forward into 1950. The operation study used historical yields of all LAWMA replacement <br />water sources; the Fryingpan-Arkansas Project and the Article II Storage Account System in John <br />Martin Reservoir were assumed to have operated during the entire period. Consumptive use and <br />return flow factors from LAWMA's replacement plan and /or plan for augmentation were used. <br />LAWMA's commitments to its various cooperators including Colorado Beefwere fully recognized. <br />The replacement water availableunder LAWMA's direct flow waterrights is operated <br />separately from the replacement water available under its various Article II Storage Accounts, which <br />is consistent with the way LAWMA's replacement plans have operated since the Arkansas River Use <br />Rules were adopted in 1996. This representation in the operating plan required the calculation of <br />inflows to conservation storage for years prior to 1979 before the 1980 Operating Plan for John <br />Martin Reservoir was approved creating the Article II Storage Account System. The operation study <br />also required distribution of the calculated conservation storage to LAWMA's Article II Storage <br />Accounts using the percentages in the 1980 Operating Plan for John Martin Reservoir. Generally, <br />water was held in LAWMA's Article II Storage Accounts when LAWMA's direct flow water rights <br />were adequate to meet LAWMA's replacement requirements and released from the Article II Storage <br />Accounts when needed for additional replacement. Evaporation was chazged against the water <br />stored in the accounts and LAWMA's Article II Account water was spilled when the reservoir spilled <br />historically. <br />0 <br />
