ELCO has an approved Water Conservation
Plan on file with the OWCDP as of December, 2007. One of the goals set forth in that plan is to
provide a convenient example of how cost effective and aesthetically pleasing xeric landscape
can be. To achieve this goal, the District proposes to instaIl a xeriscape demonstration garden on
District owned property which will educate customers on diverse water efficient landscape
designs and further promote water conservation. The application is attached for your review.

The Garden will be designed to be an educational resource and learning center, enhanced by
interpretive signage, brochures and examples of hydro-zoning, providing environmentally sound
and cost-effective landscaping alternatives. It will showcase conservation best management
practices and technology in support of residential and commercial outdoor water conservation.
Through increased customer awareness of water conservation, customers watering schedules will
be reduced; in turn this will assist the District with meeting its targeted water savings goal.
ELCO anticipates a water savings goal of 726,000 gallons per year which after an eight year
period equals a savings of 5,800,000 gallons from this project alone.

The applicant is requesting $29,626.30 to aid in installing a Landscape Demonstration Garden
for the District's customers.
