<br />. <br /> <br />e <br /> <br />e <br /> <br />I. SCPP OVERVIEW AND OBJECTIVES <br /> <br />A. INTRODUCTION <br /> <br />The SCPP (Sierra Cooperative Pilot Project) is part of the Bureau of <br />Recl amat i on I s Project Skywater. Project Skywater has the overal"l <br />goal of developing an effective weather modification technology, <br />scientifically and socially acceptable, for precipitation management <br />to serve a portion of the Nation's water needs. <br /> <br />The objectives of the SCPP are to develop a better understanding of <br />the physical processes of precipitation formation and to identify <br />those conditions that provide the best potential for enhancement of <br />winter precipitation. The project will test the feasibility of <br />using weather modification to improve water resources in the Siel"ra <br />Nevada. These goals include improving current operational cloud <br />seeding methods, transferring the techniques and results to concerned <br />groups, and enhancing public confidence in their use. <br /> <br />Although the SCPP is directed by the Bureau of Reclamation, it <br />includes the integrated research and supporting efforts of state <br />agencies, local groups, and other Federal agencies. Most of the <br />field research and analyses are performed through contracts with <br />universities, private firms, and other public agencies. The project <br />is closely coordinated with the ongoing weather modification projects <br />in the area conducted by DRI (Desert Research Institute, University <br />of Nevada), SMUD (Sacramento Municipal Utility District), PG&E <br /> <br />I-I <br />
