SEEDI NG SEASON

The Soil Conservation Service wiU'begin making special snow
measurements at existing snow courses about November 15 and
will take measurements twice monthly thereafter. The extra
measurements and regular measurements will be the determining
data for above normal snowpack suspensions. The SCS will tele-
phone measurements for the snow course to EG&G as soon as
possible.
2. Suspension for avalanche will be only between December 16 and
January 31 inclusive, the historic period (1951-1969) for nearly all
avalanche occurrences reaching the highway at Wolf Creek Pass.
This period may be extended if the Contracting Officer is advised
by the Colorado State Highway Department that unusually hazardous
snow conditions exist in the starting zones of Wolf Creek Pass
avalanches.
The avalanche suspension criteria consisted of three factors: I) amount
of snowpack above long-term average, 2) maximum 24- hour forecast of natural
precipitation within 48-hour period, and 3) total precipitation accrued during
the preceding 10 days. These factors are discussed below:
