I Mean Flow for Targeting <br />I) Vectoria11y add the 9,10, and 11, ODD-foot winds from the La Plata <br />County Airport rawinsonde, using the resultant as the targeting direction. <br />2) From the latest observed data, determine the forecast for the <br />10,000 foot wind for the period. <br />3) Decide on the length of time that the generators should run, and <br />determine when possible adjustments in the network should be considered. <br />4) Layout (on the work board) the mean flow over the target, within <br />the directional limits as outlined on board. <br /> <br />2. 4. 2 Offset Values for Low- Level Flow <br />I) Vectorially add the surface 7, 8, 9, and 10, OOO-foot winds from the <br />La Plata County Airport rawinsonde; and determine direction and distance of <br />offset that the plume will have before entering mean targeting flow. <br />2) Compare the La Plata County Airport rawinsonde surface wind <br />reports with those of various MET system data from individual sites to get <br />the best representative picture for the entire system. <br />3) The above comparison determines the directional envelope of the <br />generators that may be used. <br /> <br />2.4.3 Depth of the Generator Network <br />I) Using the 12, OOO-foot winds as the transport layer speed, determine <br />a growth zone envelope. This is done by taking 1/3 of the 12, OOO-foot wind <br />(using 20 minutes as growth time) and marking off this distance from the back <br />edge of the target (0 mile line) for one limit. Then take the same distance from <br />the front edge of the target and use this as the other limit. This determines <br />the zone where the seeding material must initially be activated to allow the <br />nuclei sufficient time for growth, prior to falling out into the target area. <br />2) From the rawinsonde and synoptic situation, determine a stability <br />classification (according to the following guidelines): <br />a) Stable: diffusion estimate. 06 mps <br />b) Neutral: diffusion estimate .13 mps <br />c) Unstable: diffusion estimate. 26 mps <br />3) Determine an average cloud base height (approximate bottom of the <br />growth layer). <br />4) Determine the terrain rise rate for the individual cloud nucleating <br />generators (CNG) within or near the preliminary estimate.
