The randomi- <br />zation in the seed plan called for seeding during half, or about 20, of the <br />suitable days. Even with seeding of only half the suitable storms, an average <br />precipitation increase of 16 percent in a typical year was expected (see Table <br />I-I). This amounts to about 3.8 inches of precipitation annually or about 30-40 <br />additional inches of snowfall.
