Precipitation Level
The precipitation level is most widely used in weather modification
evaluations, because it is at ground level where historic records are avail-
able, and results are usually more readily understood by the layman. One of
its serious shortcomings, however, is the lack of accuracy in most precipita-
tion measurements. It is at this level that the on-site impacts of precipita-
tion enhancement becomes pertinent.
River Level
From an abiotic point of view, the river' level is very important since
the hydrograph is the integral result of the energy, precipitation, and soil-
plant-water interactions on the basin. Moreover, consideration of such abiotic
issues as water quality and fluvial geomorphology must be at this level.

47
