The data, given in table 2, on sponsors of weather modification activities
show a decrease in the number of Federal organizations that support such
efforts. In CY 1976, the National Science Foundation, NOAA, the Bureau of
Reclamation, the Navy, the Army, and the Air Force sponsored projects.
During CY 1977, the Army, the Air Force, the Bureau of Reclamation, and
NOAA funded activities. Also of interest was the increa,se in State sponsor-
ship during the 3 years.

Table 2.--0perators and Sponsors of Weather Modification

Activities in the U.S.

CY 1976 CY 1977 CY 1978
Operators 31 29 23
Federal 4 2 2
Nonfedera1 27 27 21
Commercial 16 16 12
Water districts 7 7 6
Universities 2 2 2
Community associations 1 1 0
Utilities 1 1 1
Sponsors 59 68 53
Community associations 18 25 11
Airlines 10 10 10
Municipal districts 10 12 10
Federal organizations 6 3 3
States 5 6 8
Utilities 4 3 4
Private 5 6 4
Cities 1 3 3

Target Areas and Their Locations

Table 3 summarizes the number of weather modification activities and
the target areas for each State during the reporting period. Activities
and total target area peaked in CY 1977 because of the increased cloud
seeding efforts mounted to thwart the water shortages in various regions.
California led in the number of projects during each of the 3 years.
The cumulative target area for each year divided by the area of the
United States (3,675,633 mi2) showed the following percentages: 1976,
5.4 percent; 1977, 7.3 percent; and 1978, 5.9 percent.

6
