During a few prolonged periods, seeding <br />operations could continue uninterrupted for about 48 hours. In <br />some instances, marginally suitable seeding conditions could exist <br />interspersed with intermittent brief periods of forecasted <br />unfavorable conditions, which might endure from 6 to 12 hours. <br />When these circumstances occur, the same randomly-selected seed <br />or no-seed decision should be continued as long as a return to <br />suitable conditions occurs with less than 18 hours interruption. <br />If 18 or more hours elapse between seeding operations with inter- <br />vening unfavorable seeding conditions and with or without the <br />occurrence of observed precipitation, then a new random seeding <br />decision would be obtained. <br />In summary, a suitable seeding event that meets all the <br />seeding criterion set forth in Section IV.B.2.a, and can be seeded <br />by the means available in this program, must meet the following <br />operational criteria: <br />(1) The event must be six hours or more in duration. <br />(2) Operations that are temporarily shut-down for less than <br />18 hours shall resume with the same random seed or <br />no-seed decision that was in effect during the <br />initial portion of the operation, if seedable clouds <br />are again forecast or observed over the project area. <br />(3) A new seeding decision shall be declared if 18 or more <br />hours elapse between seedable cloud systems. <br />A set of suspension criteria that satisfies local concerns <br />would be developed for this program prior to its initiation. <br />These suspension criteria would be incorporated into the evaluation <br />procedure to account for suitable but unseeded or undeclared <br />weather events. It is anticipated that during an average winter <br />condition about three to four events would occur that would cause <br />seeding operations to be suspended. The suspension criteria should <br />incorporate as a minimum the following potential concerns: <br />(1) Potential springtime flooding from the runoff from <br />substantially above-normal snowpacks <br />(2) Potential avalanche hazards <br />(3) Unusually heavy snowfall or snowpack situations. <br /> <br />-31- <br />
