These programs have ranged <br />from purely research to intensive seeding of the clouds to improve <br />snowpack during extreme drouqht conditions, and have been financed <br />in various ways using local, state and federal funds. Although much <br />knowledge has been gained reqarding weather modification during these <br />past 25 years, numerous ques1:ions remain to be answered in a manner <br />which will be convincing to those who raise these many issues. Re- <br />cognizing these facts and ah;o realizing that weather modification <br />holds great promise for incrE~asing the wintertime snowpack in the <br />high mountains of Colorado, ltwenty-one public and private entities <br />banded together to develop a plan for a coordinated, comprehensive <br />weather modification program. The objective of the proposed plan is <br />to address the pending issue:s surrounding weather modification through <br />conducting a demonstration-type research program, which may increase <br />snowfall under controlled conditions. <br />This group of local entities contracted with Western Weather <br />Consultants to prepare the d,esired plan.
