<br />program would be acceptable by the State, but no current plan or <br />design for this type of program had been or was being advanced <br />by any State agency. <br />Concurrent with these happenings and weather modification <br />activities within the State of Colorado, a blue ribbon panel of <br />experts in the field of weather modification, sociology and <br />economics was being assembled into a National Weather Modifi.cation <br />Advisory Board.l One of the functions of this Board was to gather <br />the most up-to-date scientific information available on wint:ertime <br />cloud seeding in an effort to evaluate its current technological <br />status. One of the findings of this Board was that, compared to <br />the cost of pure research programs, existing operational wintertime <br />cloud seeding programs could serve as the basis for a much less <br />expensive "piggy back" type research. One of the recorrunendations <br />of this Board was that Federal agencies develop support funding <br />for well-planned, long-term programs presently supported by State <br />c <br />and local organizations. <br />Some Federal agencies have begun to provide this support to <br />similar but fully operational weather modification projects in <br />states like Utah and North Dakota_ Influence from several Con- <br />gressional legislators was instrumental in developing supplemental <br />appropriations for agencies like the National Oceanic and Atmos- <br />pheric Administration (NOAA) that were earmarked to evaluate the <br />effectiveness of operational weather modification projects within <br />these states. For Federal evaluation funds to be useful, it is <br />essential that State operational projects are stable in terms of <br />funding for operations and in terms of duration (five to seven <br />years or longer).
