<br />4 <br /> <br />necessary to answer this question. The sample of precipitation data is <br /> <br /> <br />too small as yet to warrant such analysis. The present report is <br /> <br /> <br />concerned only with the physical analysis and evaluation of the opera- <br /> <br /> <br />tional program. A future statistical analysis and evaluation of the <br /> <br /> <br />program would have ready access to the required precipitation data through <br /> <br /> <br />the Utah Division of Water Resources. <br /> <br /> <br />The physical research reported here has followed the three..,level <br /> <br /> <br />approach described in the proposal submitted to NOAA leading to the <br /> <br /> <br />current contract (Utah Division of Water Resources, 1982). A first level <br /> <br /> <br />of analysis has been performed by the subcontractors responsible for each <br /> <br /> <br />of the data acquisition systems used in the field. The reports of these <br /> <br /> <br />subcontractors have been received by the Utah Division of Water Resources. <br /> <br /> <br />Each subcontractor and the title and author (s) of its report are listed in <br /> <br /> <br />Table 1. A second level of analysis has combined the information in the <br /> <br /> <br />reports of the subcontractors with results of further analyses by the <br /> <br /> <br />present author into a comprehensive picture of the STORMS observed in the <br /> <br /> <br />project area. The combined analysis constitutes the bulk of the present <br /> <br /> <br />report. A third level of analysis completed by Griffith et~. (1983) has <br /> <br /> <br />considered the climatological representativeness of the weather during the <br /> <br /> <br />study period. That level of analysis is included in the present report. <br /> <br /> <br />This report is organized as follows. Section 2 describes the Utah <br /> <br /> <br />operational seeding program and the randomization of the program employed <br /> <br /> <br />in the research area. Section 3 describes the 1983 field research program <br /> <br /> <br />including the study area, the instrumentation and their purposes, the pro- <br /> <br />cedures followed in the field for gathering data on a specific STORM, and <br />
