<br />1. Introduction <br /> <br />Winter orographic clouds have been identified for some time (Grant and <br /> <br />Kahan, 1974) as particularly susceptible to cloud seeding techniques aimed <br /> <br />at augmentation of precipitation. A number of experimental research proj- <br /> <br />ects have been conducted in order to identify the conditions under which <br /> <br />such clouds can be effectively seeded. Perhaps the most prominent of such <br /> <br />projects were Climax <br /> <br />and Climax II conducted by Colorado State <br /> <br />. . t-,.-riI "\ <br /> <br />University (With support from the Bureau of Reclamation'~- :M~my operational <br /> <br />projects have also been carried out in various mountainous parts of the <br /> <br />United States. <br /> <br />The Weather Modification Advisory Board (1978) stated that some of <br /> <br />these operational projects present an opportunity for gathering resl=arch <br /> <br />information. It recommended that the Federal government provide partial <br /> <br />support to some carefully selected State or local projects which are well <br /> <br />designed and controlled and in which the project managers are willing to <br /> <br />modify the design to optimize information gained. <br /> <br />Design modifications <br /> <br />would include randomization, if there was none, and coupling of sel=ding <br /> <br />with dispersal of tracers and with cloud measurements before and after <br /> <br />seeding. <br /> <br />I n response to this recommendation of the Weather Modification <br /> <br />Advisory Board, the National Oceanic and Atmospheric Administration (N OAA) <br /> <br />commissioned the design of a program of Federal / State/local cooper"ative <br /> <br />weather modification research (Grant and Mielke, 1982). An interim report <br /> <br />of this design study (Grant, Mielke, and Vonder Haar, 1980) formed the <br /> <br />basis of a NOAA/Utah cooperative weather modification research pll"oject <br /> <br />conducted during February and March, 1981 by Hill (1982) in the Beaver, <br />
