<br />EXECUTIVE SUMMARY <br /> <br />As part of its obligation under a cooperative agreement with the <br /> <br />National Oceanic and Atmospheric Administration the Division of Water <br /> <br />Resources of the State of Utah Department of Natural Resources has under- <br /> <br />'\ <br />I <br /> <br />taken an evaluation of the Utah operational weather modification program. <br /> <br />The evaluation has involved field investigations and analysis. The field <br /> <br />investigations were conducted from 15 January to 15 March 1983 in the <br /> <br />__-.__. _~____ __ __.,,-._. '._ _'r- <br /> <br />vicinity of the Tushar Mtns near the town of Beaver, Utah. Physical anal- <br /> <br />ysis <br /> <br />has <br /> <br />been <br /> <br />completed of the data collected in the field <br /> <br />investigations. <br /> <br />The physical analysis has been completed at three levels. The first <br /> <br />level consists of the work of various subcontractors to the Utah Division <br /> <br />of Water Resources and is described in their individual reports to the <br /> <br />Division. <br /> <br />The second level of analysis consists of an integration of the <br /> <br />results of the subcontractors into a comprehensive treatment of certain <br /> <br />key scientific questions of the Utah operational program. The third level <br /> <br />of analysis examines the relation of the weather during the 1983 field <br /> <br />investigations to that expected climatologically. <br /> <br />The second and third <br /> <br />levels of analysis appear in the present report. <br /> <br />The field investigations were tailored to the kinds of clouds being <br /> <br />studied. Many of the clouds in the study area over the Tushar Mtns are <br /> <br />shallow and long-lived. <br /> <br />Aircraft investigations of the clouds are thus <br /> <br />difficult. Remote sensing techniques were therefore employed in much of <br /> <br />the 1983 field investigations to collect the required cloud data. At the <br /> <br />western <br /> <br />base <br /> <br />of <br /> <br />the <br /> <br />Tushar <br /> <br />Mtns <br /> <br />a <br /> <br />steerable, <br /> <br />dual-channel <br /> <br />_.,,":,,,,,',~,"-. - <br /> <br />xx <br />
