EXECUTIVE SUMMARY

As part of its obligation under a cooperative agreement with the

National Oceanic and Atmospheric Administration the Division of Water

Resources of the State of Utah Department of Natural Resources has under-

taken an evaluation of the Utah operational weather modification program.

The evaluation has involved field investigations and analysis. The field

investigations were conducted from 15 January to 15 March 1983 in the

vicinity of the Tushar Mtns near the town of Beaver, Utah. Physical anal-

ysis

has

been

completed of the data collected in the field

investigations.

The physical analysis has been completed at three levels. The first

level consists of the work of various subcontractors to the Utah Division

of Water Resources and is described in their individual reports to the

Division.

The second level of analysis consists of an integration of the

results of the subcontractors into a comprehensive treatment of certain

key scientific questions of the Utah operational program. The third level

of analysis examines the relation of the weather during the 1983 field

investigations to that expected climatologically.

The second and third

levels of analysis appear in the present report.

The field investigations were tailored to the kinds of clouds being

studied. Many of the clouds in the study area over the Tushar Mtns are

shallow and long-lived.

Aircraft investigations of the clouds are thus

difficult. Remote sensing techniques were therefore employed in much of

the 1983 field investigations to collect the required cloud data. At the
