<br />PREFACE <br /> <br />'.' <br /> <br />This design plan sets forth, prior to the start of the randomized <br />experiment, descriptions of the hypotheses, the experimental pro- <br />cedures, and the evaluation techniques for HIPLEX-l: A Randomized <br />Rain Augmentation Experiment on Summer Cumulus Congest us Clouds on <br />the Montana High Plains. It also describes the equally important <br />parallel studies of the economic, environmental, and sociopolitical <br />(pub 1 i c i nvo 1 vement) aspects of the progr am. <br /> <br />HIPLEX-l is the first in a series of experiments under the High <br />Plains Cooperative PrognuTl aimed at establishing the physical basis <br />for enhancing beneficial growing-season precipitation from convec- <br />tive clouds on the High Plains. The experimental design is based on <br />3 years of research on the physics of natural clouds in eastern <br />Montana, including calibration seeding trials to determine the <br />appropriate seeding agent, rate, and delivery mode. The experiment <br />is focused on cumulus congestus clouds and explores the hypothesis <br />that both the probability and amount of rainfall will be increased by <br />means of ice-embryo seeding for microphysical effects. The experiment <br />is one in which each step leading to the additional precipitation is <br />specified in advance and verified by observations during the course <br />of the experiment. <br /> <br />This design plan is the result of dedicated and cooperative efforts <br />by many research scientists and many organizations, all of whose <br />contributions are gratefully acknowledged. Particular mention is <br />made of some of the key organizations and their team leaders: <br />Colorado International Corporation, Dr. Larry Davis; Colorado State <br />University, Dr. Paul Mielke; Montana Department of Natural Resources <br />and Conservation, Dr. Richard Moy; South Dakota School of Mines and <br />Technology, Dr. Arnett Dennis; University of North Dakota, Dr. Patrick <br />Brady; University of Wyoming, Dr. William A. Cooper; and the Bureau <br />of Reclamation - Miles City, Dr. Arlin Super. Spec"ific contributions <br />of these and other HIPLEX scientists are reflected by their authorship <br />of the appendixes to this design plan. <br /> <br />Special acknowledgment is given to Mr. Richard Eddy for organizing, <br />coordinating, editing, cmd assembling this design plan as well as for <br />writing key sections of it.
