III. OBJECTIVES OF HIPLEX-1

The specific objectives of HIPLEX-1 are:

1. To increase the scientific understanding of the natural
cloud and precipitation processes in cumulus congest us
clouds and the alterations in cloud structure and resultant
precipitation that occur when the clouds are seeded in a
prescribed manner

2. To establish the level of certainty with which the seeding
of the clouds will result in the predicted alterations
through a randomized experiment on cumulus congestus clouds,
with physical and statistical evaluation

3. To determine the value and impacts of additional rainfall
during the growing season on High Plains crops and grasses
as a funct ion of the timing, frequency, and amount of the
incremental rain

4. To assess the total area of effect of the precipitation
augmentation activities within and outside the experimental
area

5. To develop the physical and socioeconomic baseline information
required for establishing the basis for experiments on more
complex convective cloud systems and over "larger areas, and
for designing such experiments.

..

5
